Kondwani Kajera Mughogho joined the Psychometrics Centre in May 2023 as a Psychometrician. He holds a PhD in Educational Measurement from the University of Oslo. Kondwani also earned an MEd in Testing, Measurement, and Evaluation from Chancellor College and a BSc in Technical Education from the Malawi Polytechnic (now the Malawi University of Business and Applied Sciences), both constituent colleges of the University of Malawi.

Prior to joining the Psychometrics Centre, Kondwani worked as a Psychometrician at the National Foundation for Educational Research (NFER). He was a member of the team responsible for conducting psychometric analysis on the Office of Qualifications and Examinations Regulation’s (Ofqual’s) National Reference Test (NRT). Additionally, Kondwani contributed to psychometric analysis for NFER's new e-Assessments, evaluated various questionnaires and research instruments, and reviewed and updated technical reports.

Kondwani conducted his PhD research at the Centre for Educational Measurement at the University of Oslo (CEMO). His research focused on identifying the most effective subscore estimation method in large-scale international assessments (ILSA) like the Trends in International Mathematics and Science Study (TIMSS). Kondwani’s doctoral dissertation, titled "Subscale Score Estimation Methods in International Large-Scale Assessment: What is the subscale estimation method of choice?" was supervised by Professors Leslie and David Rutkowski as part of the "Embracing Heterogeneity in International Surveys: Optimal Test Design and Parameter Estimation" project. The Research Council of Norway funded both Kondwani's PhD and the parent project.
